At the beginning of your upkeep, target creature perpetually gets Insanity (At the beginning of this creature's controller's end step, tap this creature,
draw a card and lose 1 life).

At the beginning of your combat phase, look at the
top card of your library. If its a permanent or spell
with mana value equal to or less than the total
number of creatures with Insanity in play, you may
cast it without paying its mana cost. Otherwise put
it into your hand.
