players can't cast spells from their hand or draw
cards
at the beginning of each player's upkeep, that
player rolls a d20, then looks at the top X cards of
their library, where X is equal to the result. that
player may cast a spell with mana value X or less
without paying its mana cost, then put up to three
lands from among them into play tapped. put the
rest onto the bottom of your library in random order.
