Speak Up

When Speak Up enters the battlefield, target
opponent gets a colorless Enchantment Rule
token with "At the beginning of your end step, if
you didn't cast a spell this turn, this rule is
broken."
Whenever an opponent breaks a rule, that player discards a card. If that player doesn't discard a
nonland card this way, that player loses 2 life.
