Spell Sanctions

For each spell your opponents control, counter
it unless its controller pays {4}. If a spell is
countered this way, exile it with time counters on
it equal to that spell's converted mana cost
instead of putting it into its owner's graveyard. If
it doesn't have suspend, it gains suspend.
