Spindown Information Card

Spindown is an effect in which a card has a
counter on it. This counter can only move up or
down by effects that say 'crank' and cannot go
over the amount stated on the card. It is not
effected by effects such as proliferate. Crank X
up/down means move the spindown up/down
by X.
