At the beginning of your end step, if you control
5 or more other Spires, create an Emblem with
"If you would gain one or more spite counters,
gain three times as much instead."
Pay 66 spite counters: Draw 2 cards, create a 2/2
red and black Fallen Turtle token, gain 6 life,
destroy target creature, and deal 3 damage to any
target.
