Spookoops, Void-Champion can be cast from
exile, but not from anywhere else.
Whenever Spookoops becomes the target of a
spell or ability, exile it.
When Spookoops enters the battlefield, you may
pay X life. If you do, remove X times counters
from target suspended spell you own in exile.
If you cast that spell this turn, it can't be
countered.
