Players may have no more or less than 7 cards in hand. If a player would draw a card while they have 7 cards in hand, exile that card instead. If a player would have less than 7 cards in hand, that player draws the difference and loses 1 life for each card drawn this way.
Whenever an opponent draws a card, tap target permanent that player controls.
