Standoff

Will of the council- Each player votes for fight or retreat. If fight gets more votes, starting with you, each player chooses a creature he/she controls and has it fight another target creature they don't control. If retreat gets more votes or the votes are tied, starting with you, each player chooses a creature they don't control and puts it on top of it's owner's library.
