Static endowment enters the battlefield with 2 shock counters on it
Enchanted Player skips their draw step
At the beginning of enchanted players end step, that player may pay X life and attach Static endowment to another target player, X is the number of Static Counters on it. If they do, double the amount of static counters on Static Endowment.
