Steve, the Executive Producer

In a phase, if you gain more mana than you
have land, put three times that many +1/+1 counters on Steve, the Executive Producer.
You may remove any amount of +1/+1 counters from Steve, the Executive producer. Add one mana of any colour to your mana
pool for every counter removed in this way.
