Storm Vault

The fourth spell you cast each turn, if it's an
instant or sorcery spell, has storm if it didn't
already.
Whenever you cast a spell with storm, shuffle
your library then reveal the top card of your
library. You may cast that card without paying its
mana cost until the end of turn if it has storm.
