+2: Target permanent phases out. Its controller draws a card.
-3: Target player mills four cards. At the beginning of that player's next end step, that player untaps up to four permanents they control.
-10: Target player may return any number of permanents from his or her graveyard to the battlefield. Those permanents phase out.
