When Sugar Act enters the battlefield each
opponent creates a food token.

Whenever a creature an opponent controls
enters the battlefield they may pay {1}. If they
do not you create a treasure token.

The sugar taxed all kinds of goods in America
to pay for Great Britian's Seven Years War.
