Summon the Night Horrors

At the beginning of each player's end step,
that player mills a card. Then they create
X 1/1 black Horror creature tokens, where
X is the milled card's mana value. Summon
the Night Horrors deals X damage to that
player.

The night is dark, and full of horrors... get ready.
