Summoner Kamizukuri

At the beginning of each upkeep, choose a card
type. Until the next end phase, morphed and
manifested cards of that type may be turned face
up for their mana costs, or for {3} if they don't
have one. Instant and sorcery spells turned face
up this way are put on the stack as though they
had been cast. (This isn't considered casting a spell.)
Whenever a noncreature spell is turned face up,
Summoner Kamizukuri deals 2 damage divided
as you choose to any one or two targets.
