Super-wavy flag

Reaction, you use a rally command for a unit:
instead of rolling 6 (or more) rally rolls, roll
one dice. On a 3+ the unit gets 1 rally point
for each rally roll they would have made. On
a 1 or 2 they get 0 rally points.

More wavy means more flaginess
