As long as Supreme Arbiter is in any zone besides your hand or library, whenever a time counter is removed from a card, Supreme Arbiter deals 3 damage to each opponent and 1 damage to each creature they control.
{1}{u}{r}: Exile target creature that dealt damage to you this turn. Put a time counter on that creature and if doesn't have suspend, it has suspend.
