Cast Surprise Promotion only if you control all
of your commander creatures.
Target non-token creature you control becomes
your commander. (Move it to the command zone
and treat it as your commander. It's commander
tax is reset to zero. Treat all of your previous
commander creatures like regular creature cards.)
