When an opponent is dealt damage, add a Settlement Counter to Swarm's Uprising
{b/g}{b/g}{b/g}{b/g}: If there are 10 or more Settlement Counters remove all Settlement Counters
from Swarm's Uprising, then exile X target cards from each opponent's Library, where X was the
number of Settlement Counters there were on Swarm's Uprising. You may cast those cards as if
they were cards of any color. Then destroy target player.
