Swinub

When Swinub enters the battlefield, put one ice counter on target pokemon your opponent controls. Pokemon with 2 or more ice counters on it can't attack or block.
It uses the tip of its nose to dig for food. Its nose is so tough and hardy that even frozen ground poses no problem. Swinub enjoy frozen locations up north.
