Talisman of Fortune

Power (Daily): Minor Action. You must spend an action point to use this power. Roll 1d20 and add +1 to the result for each milestone.
1-9: Lose 1 surge, or take damage equal to a surge if you have no surges remaining. Gain one extra use of a daily magic item until the end of the encounter. You also renew the talisman.
10-19: Recover one surge and gain a +1 power bonus to attack rolls and all defenses until the end of your next turn.
20+: As 10-19, and you renew the talisman.
