pool and put two chaos counters on Tal'Kir, Confluence of Chaos.
Any opponent may remove a chaos counter from Tal'Kir at any time they could cast an instant. If they do, each opponent adds one mana of any color to their mana pool. At the beginning of your upkeep, remove all chaos counters from Tal'kir.
