controls with power equal or less to the converted
mana cost of permanents harnassed with
Tangle Chains.
As long as the harnessed permanents remain
tapped, that creature doesn't untap during its
controller's upkeep. You may choose not to
untap permanents harnessed with Tangle
Chains during your upkeep.
