Secret Council - When Tanner, True Fear enters the battlefield you may equip The
Empty Throne and each player secretly votes, then votes are revealed. Each player drinks for every vote they received.

Mantle - If a player received no votes they
may spend a Drink token to put a permanent from their hand onto the battlefield.
