Damage doesn't wear off of Tantalus.
When you cast Tantalus, target opponent gains control of it.
Whenever Tantalus enters or leaves the battlefield, put a -1/-1 counter on each creature you control.
When Tantalus leaves the battlefield, return it to its owner's hand.
