Tariff

Opponent must spend 1 extra pound when they draw their next enchantment.
A tax on imported or exported goods between
sovereign states. During the Colonial Period, many
tariffs were often set between them and Great Britain
for ships, slaves, tobacco and alcohol. There was also
a time during the Confederation Period, where each
of states formed their own trade rules, and set their
own tariffs and restrictions on neighboring states.
