Enchant target player
When Tariff comes into play choose a color.
When target player puts a card of the chosen
color onto the battlefield under their
control they must pay {1} or sacrifice a land.
For every Tariff in play,
Tariff's casting cost increases by {1}
A deck may have any number of cards
named Tariff.
