When Tarion the Skittish enters the battlefield create a 2/2 white Cat creature token.
Tarion the Skittish can't attack or block unless you control the most creatures.
Whenever an Elf or Cat creature you control dies, exile Tarion. Return it to the battlefield at the beginning of the next end step.
