Any player can tap all of their lands, if they do
they gain control of Tarpite, if they do they can't
untap any of the lands they used to take control
of Tarpite.
Target player discards a card on every
players end step.
Any time Tarpite is given to a different owner,
he is given a -1/-1 counter.
