Task Bar enters the battlefield with 1 Task Counter
on it.

At the beginning of any player's end step, if there is less than 1 Task Counter on Task Bar, add 1 Task Counter to Task Bar.

If there is 18 or more total Task Counters among permanants you control, you win the game.
