+2: Look at the top three cards of your library. You may put one of those card into your hand. Put the rest into your graveyard.
+1: Look at target player's hand. For each land card in their hand, create a 1/1 blue Spirit creature token with flying. Then draw a card.
-9: For each player, search that player's library for a permanent card and put it onto the battlefield under your control, then shuffle that library.
