Tax payer's dilemma - Starting with you, each player votes for Pay-up or Imprisonment. For each vote of Pay-up, take control of up to one of target player's lands. (If that land produces a color not in your commander's identity, it produces {c} instead). For each vote of Imprisonment, target player loses 5 life. Exile Tax Collection.
It takes resources to win wars and everyone WILL do their part.
