Tax Collector enters the battlefield sacrifice it unless you paid at least 3 for X
Whenever an opponent draws a card you may pay {1} if you do they may pay {2}, {1}, or {0}. If {2} is payed create two gold tokens if {1} is pay create a gold token then draw a card, if {0} is payed draw 2 cards
Everything has its cost
