Tax Collectors creates half of {x} treasure tokens rounded down. If {x} is not paid, then create {x} 1/1 white human creature tokens with
last strike. {x} is equal to the number of attacking permanents you control. Alternatively, the
defender can pay nothing and mill {x}{x}.
