At the beginning of each end step, if no player
has a bounty counter on them, you may pay {u}{b}{r}. If you do, put a bounty counter on
target opponent.
Other players without bounty counters can only
attack players with bounty counters.
An opponent with a bounty counter may pay {5} at any time. If they do, remove all bounty
counters from that player and create 5 treasure
tokens.
