Telemaine, Time Mage

Whenever a player would draw a card, they
instead exile a card from the top of their library.
At the beginning of each player's end step, each
player exiles a card from the top of their library.
At the beginning of your upkeep, each player
puts card exiled by Telemaine into their hands.
