Tenuous Treaty

At the beginning of each player's end step, if that player didn't attack this turn, they draw
a card and put a 1/1 white Soldier creature token onto the battlefield.
Whenever a player attacks with a creature they control, Tenuous Treaty deals 2 damage to that player and each creature they control, then sacrifice Tenuous Treaty.
