Whenever Ter, Deft Fingers becomes look at the
top card of target opponent's library. Exile it face
down with 1, 2, or 3 ransom counters on it.
Anytime during your opponents' turn, that play
may choose to pay to pay {1} for each ransom
counter on a card exiled with Ter, Deft Fingers
to put it into their hand.
Whenever a card with a ransom counter on
it is put into a player's hand draw a card.
