Terror of the Depths

When Terror of the Depths attacks, for each opponent, return up to one target permanent
that player controls to its owner's hand, then
each player draws cards equal to the number of
cards in their hand.
Each opponent's maximum hand size is one.
Whenever a player discards a card, Terror of the
Depths deals 1 damage to any target.
