Terror Tactics

At the start of any round, if there are at
least three Broken enemy fighters, reveal
this sub-plot.
Your gang immediately gains one randomly
determined Gang Tactic. If any of the
Broken enemy fighters are a Champion or
Leader, your gang immediately gains two
randomly determined Gang Tactics instead.
