The Apathy

{3}{b}: If there are no time counters on the
Apathy, put 4 time counters on it. Tap target creature you don't control, that creature does not
untap during its owners untap step.
At the beginning of your upkeep, if the Apathy
has a time counter on it, remove a time counter.
When there are no more time counters on the
Apathy, exile the creature that was tapped by the Apathy.
