The Basilisk's Temptation

Each player votes for Progress or Regression. If Progress wins, each player may draw five cards, and you may remove 10 time counters from target suspended spell. If Regression wins, Add 10 time counters to Roko's Basilisk, and tapped permanents don't untap during there controllers next untap steps.
