The Bilgewater surprise

Whenever a player casts a Instant or Sorcery from
their hand, Exile it with a Cocktail counter on
it as it resolves. Then if there are three or more
cards in exile with Cocktail counters on them, cast
the exiled cards without paying there mana cost.
Each opponent then may lose 5 life and discard
a card and copy the cards cast this way. Then lose
5 life and discard a card or sacrifice this card.
