Whenever another creature you control dies in combat exile it with either a transposition counter or
a soul counter on it.

The Lowley Tarnished has the abilities of all cards
in exile with transposition counters on them.

The Lowley Tarnished gets +X/+X where X is the number of creatures in exile with soul counters on them.
