The Coming Storm

At the beginning of each player's upkeep, that
player may put a safety counter on a non-land permanent they control.
When The Coming Storm leaves the battlefield,
return each non-land permanent with a safety
counter on it to its owner's hand, then destroy all
non-land permanents.
