The Consuming Salt Sea

Move all creatures on the battlefield to a central point on the board, called the 'Salt Prison". Creatures in the Salt Prison may have their summoning cost paid by any player to summon them on their battlefield with Salt Decay (At the beginning of it's owner's upkeep, grant this creature -1/-1)
Goumur was the first to summon it, but it will continue to be summoned to control those with Earth-shattering strength, if only momentarily.
