The Council

Whenever a spell asks you to choose one or more modes or options, you may choose an additional mode or option. You may not choose the same mode or option twice this way.
3: Referendum Starting with you, each player votes for "Pass" or "Revote". If pass gets more votes, each opponent discards a card and you draw a card. If revote gets more votes or the vote is tied, return target card that allows for voting from your graveyard to your hand.
