The Council of Frogs

At the beginning of your upkeep, each player
may make a 1/1 green frog creature token. For
each opponent who doesn't, that player loses life
equal to the number of frogs on the battlefield.
At the beginning of your end step, create an X/X
black frog creature, where X is the number of
frogs on the battlefield.
The Council of Frogs can be your commander.
