When The Council enters or at the beginning of
your upkeep, each opponent votes for "Send the
Party", "Interrogate the villain" or "Hire
Mercenaries". You copy each vote. Each player who
voted "Send", searches their library for a basic land
and puts it on the battlefield tapped. Each player
who voted "Interrogate" draws a card. Each player
who chose "Hire" creates two 2/2 black mercenary creature tokens.
